Due to a Federal mandate, New Mexico statutes were amended to make
certain Motor Vehicle records confidential.  Under the new law, some
users of driver and vehicle information will still be able to have
access (sections 66-2-7.1 and 66-1-4.14 (F) NMSA 1978). 

Due to difficulties with legal in interpretations and technical
issues, we will not terminate MVD data access to Technet subscribers
at this time.  It is not the intention of the New Mexico Taxation and
Revenue Department to distribute any confidential information to
unauthorized parties.  However, businesses and agencies who presumably
will be allowed to have access under the new law will continue to be
able to access MVD records until further notice.  This preliminary
qualification in no way guarantees future access.  We will contact you
with instructions regarding the application process.  You will be
required to provide proof of your entitlement to an exemption.

If your agency or activity will not qualify under an exempt category,
you are NOT authorized to access any Motor Vehicle information.  Any
unauthorized access will be prosecuted to the fullest extent of the
law.  A violation of the confidentiality provision is a misdemeanor.
